Who is Southwest Service Administrators?
Southwest Service Administrators was created in 1995 as an independent Third Party Administrator (“TPA”) to provide unique and specialized services to labor-management, Taft-Hartley Trust Funds. Our mission is to provide superior customer service to our clients in all areas of self-funded health & welfare trust funds, defined benefit and defined contribution pension plans and legal, training and vacation plan administration. Our services are customized to suit the individual needs of our clients.
Our services include highly personalized and bilingual customer service, trust fund accounting, eligibility and hour bank programs, COBRA/HIPAA compliance and administration and medical management services customized to each client’s needs and requirements.
We also offer our own exclusive Mexico PPO network.

Scott Sheffield- President and CEOScott began his career in the employee benefits field as a pension auditor with James Benefits in 1984. He has over 25 years experience in the administration of employee benefit plans with special emphasis on defined benefit and defined contribution pension plans. He serves on the Board of Directors of Southwest Service Administrators and is a member of the International Foundation of Employee Benefit Plans. Scott graduated from the University of Utah with a finance degree.
Barbara Ray - Executive VP/Chief Operating OfficerBarbara began her career as a staff accountant with ABPA in 1981 and has over 25 years of experience in the administration of Taft-Hartley benefit plans with a special emphasis on health & welfare plan administration. She is responsible for overall client operations and serves on the Board of Directors of Southwest Service Administrators. She is also a member of the International Foundation of Employee Benefit Plans and serves as a member of UFCW Local 99’s Scholarship Committee.
Dave Gallaga - Director of People, Places & SystemsDave has over 25 years of human and operational management experience in a variety of industries. He joined the management team at Southwest Service Administrators in 1998 and now serves on the executive team.
Dave’s scope of responsibility focuses on oversight of much of the infrastructure of Southwest Service Administrators, including Human Resources, Facility Operations, Information Technology System Operations and Internal Supply Needs.
Dave has a passion for recruiting and developing talented managers and employees who exhibit a great desire to serve our clients and their participants.
